This is because you ferment the beer with a very uncompetitive non-alcoholic yeast culture that leaves most of the sugar in the beer intact. Thus, any intrusion of even a single yeast cell capable of standard reproduction and fermentation could push the alcohol limit above the magical legal limit of 0.5% alcohol.
